the "how to submit a resource" is a todo because it is the text that was written before the big discussion about file format. Therefore, it need to be compared to the actual decision, and possibly expanded to include changes or extra details.

The only thing good about it is that its nearly what we agreed upon, so it should be minor as change.

Also, and very important, resource submitting should be in its own document. Now its only relating to maps, but it is for all resources after all.

There's already a section on resource submission, which hasn't changed since we had the repository. Right now, it's simply "email to luke_aaresources@dashjr.org"
